The Survey and Land Registration Bureau is the government entity responsible for providing cadastral (land) and hydrographic (sea) survey services, as well as property and real estate registration services within the territorial boundaries of the Kingdom of Bahrain.
This bureau was originally established under the name "Land Registry Office" in the early 1920s, specifically in 1924. This designation continued until April 2, 1967, when the name was changed from "Land Registry Office" to "Survey and Land Registration Bureau."
On October 14, 2002, His Majesty King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain issued Royal Decree No. (39) of 2002 to regulate the Survey and Land Registration Bureau. This was followed by Royal Decree Law No. (34) of 2003 to reorganize the bureau, including incorporating the Land Survey Administration that was previously under the Ministry of Works and Housing until the issuance of this decree. This change led to renaming the bureau to "Survey and Land Registration Bureau" on April 19, 2003.
Objectives of the Survey and Land Registration Bureau include:
- Maintaining stability of property ownership in the Kingdom of Bahrain.
- Strengthening and supporting mortgage credit in collaboration with relevant entities.
- Supporting national digital transformation and economy in Bahrain.
- Enhancing collaborative efforts to utilize integrated geospatial information.
- Supporting Vision 2030 goals and other national strategies.
- Accelerating economic growth, improving productivity, and advancing technology across all sectors.
The bureau comprises three main general directorates: General Directorate of Survey, General Directorate of Land Registration, and General Directorate of Resources and Information Systems. These directorates execute specialized technical tasks assigned to the bureau, supported by two central administrations: Human Resources and Financial Management Administration, and Information Systems Administration.
- General Directorate of Survey: Established under Amiri Decree No. (2) of 1978 under the Ministry of Housing, later separated and merged into the Survey and Land Registration Bureau in April 2003. It consists of three sub-directorates:
- Real Estate Survey Directorate
- Topographic Survey Directorate
- Hydrographic Survey Directorate The General Directorate of Survey is responsible for executing all types of surveying tasks, including real estate, topographic, and hydrographic surveys, as well as preparing maps of various types and providing all related reports and plans to meet the needs of other government entities in both public and private sectors.
- General Directorate of Land Registration: One of the oldest official bodies in Bahrain, established as a center for information or entity concerned in the early 1920s. Originally named "Land Registry Office," it conducted a comprehensive survey of all properties in Bahrain in 1926, with results preserved in an official record known as the "General Survey Register," still a key reference for the Survey and Land Registration Bureau today. The name was changed to "Land Registration Directorate" on April 2, 1967. It consists of two departments:
- Technical Affairs Department
- Registration and Follow-up Department
- General Directorate of Resources and Information Systems: To provide essential support services for the Survey and Land Registration Bureau, a central administration was established to provide administrative and technical support. The General Directorate of Resources and Information Systems includes:
- Human Resources and Financial Management Department
- Information Systems Department These departments focus on developing programs, managing staff affairs, implementing centralized policies and systems related to civil service, training and developing Bahraini talents within the bureau, developing information systems strategies, and assessing technical and technological needs across various departments. They also build centralized databases and technical information networks within the bureau, connecting it with other government entities as part of Bahrain's e-government initiative adopted and implemented by the government.
